Justification and Approval (J&A) Posting – FA448425P0045 Highway Advisory Radio (HAR) System Procurement

This posting serves as the Justification and Approval (J&A) for the award of Purchase Order FA448425P0045 to Information Station Specialists Inc. The award was made as a firm-fixed-price purchase order for the procurement of new Highway Advisory Radio (HAR) equipment to upgrade and repair the existing HAR system currently in use at Joint Base McGuire-Dix-Lakehurst, New Jersey.

The original HAR system was installed by Information Station Specialists Inc. in 2010. Due to the proprietary nature of the equipment and software, Information Station Specialists Inc. is the sole authorized vendor capable of performing the necessary upgrades and repairs. Their exclusive access to the system’s components and software ensures compatibility and continuity of operations.

This acquisition was conducted under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. Specifically, FAR 13.106-1(b)(1)(i) permits solicitation from a single source when the contracting officer determines that only one source is reasonably available.
