HQDA FY25 BEST SQUAD COMPETITION

This is a Presolicitation Notice ONLY.

The United States (U.S.) Government anticipates a projected solicitation date during the month of July 2025 and projected award date is end of July 2025, subject to change. The solicitation is expected to be for the procurement of a non-personal services contract to provide support for the HQDA Best Squad Competition-Community Event Fitness Competition FY25 held 10-12 October 2025 at the National Park Services (NPS) National Mall, Washington D.C. The period of performance will be for 1 August 2025 through 12 October 2025 as preliminary coordinaton is required to start 1 August 2025. This will be a single award Firm Fixed Price (FFP) action. The anticipated NAICS code is: 541618, Other Management Consulting Services. The Product Service Code (PSC) is R708, Support-Management Public Relations as a service, with a size standard of $19,000,000,000. A need is anticipated for support of the upcoming HQDA Best Squad Competition-Community Event Fitness Competition FY25 held for 10-12 October 2025.

The contractor shall provide non-personal services to include but not limited to all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to support the HQDA Best Squad Competition-Community Event Fitness Competition as defined in this Performance Work Statement (attached). The contractor shall provide coordination, equipment, setup, planning services, and associated contract documents required for use at The National Mall Park in Washington D.C. in support of the HQDA Best Soldier Competition (BSC) event to be held 11 October 2025 in accordance with the Performance Work Statement (PWS). Services and specific task are outlined in Part 5 include, but are not limited to, coordination, providing equipment, and setup/tear down. Event setup to take place 10 October 2025. Event tear down to take place at conclusion of event and completed no later than 1600 on 12 October 2025.

For NPS regulations and specific details about the action, please see attached PWS. This PWS is for planning and information purposes only. It is not to be construed as a commitment by the government nor will the government pay for any information solicited. The PWS is being provided to industry for receipt of comments only. All requirements’ documents are preliminary, and the government reserves the right to make any changes deemed appropriate.

This notice is issued solely for information and planning purposes – it does not constitute Request for Quote (RFQ) or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this pre-solicitation notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the SAM.gov. It is the responsibility of potential offerors to monitor SAM.gov for additional information pertaining to this requirement.
