HYPACK SOFTWARE KEY (HYPACK SURVEY)

NOTICE OF INTENT TO AWARD SOLE SOURCE

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

This is a notice of intent to solicit and award a sole source contract, set forth in Federal Acquisition Regulation 13.106-l(b)(l)), Soliciting from a single source. The U. S. Army Corps of Engineers, St. Paul District intends to solicit and award a sole source purchase order to upgrade an existing Hypack Software Key (Hypack Survey) to Hypack – A Xylem Brand, 56 Bradley St., Middletown, CT 06457. 

This software upgrade purchase order is for support for the Hypack hydrographic surveying software. Hypack is the original manufacturer and only provider of their software. This is proprietary software; and it is the Government’s belief that updates, and support can only be obtained through Hypack Inc.

This notice of intent is NOT a request for proposals or quotations.  All responsible sources that could provide comparable services may submit a capability statement that will be considered, by email to Ken Eshom, Contracting Officer, at kenneth.j.eshom@usace.army.gov, within 3 days of publication of this notice (09/18/2025).  All responses received by the closing date of this synopsis will be considered by the Government.  A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
