    SOLE  SOURCE

    This item is a crucial part of the Mexican fruit fly artificial diet of the adult fly.  There is currently no alternative diet ingredient for this product and without it available, this can cause a major work decrease in production and/or stoppage. It is mission essential because it is needed in the production of the Sterile Insect Technique - Mexican fruit fly to protect the citrus industry from wild incursions of Anastrepha ludens.   The Mexican fruit fly, Anastrepha Ludens (Loew) is a destructive fruit fly that is native to Mexico and Central America but is not endemic to the United States. The Mexican fruit fly attacks more than 45 commercial varieties of fruits and vegetables as described in the revised federal host list.  The United States Department of Agriculture is conducting an eradication program using sterilized Mexican fruit flies as a means of population control. Without such program the invasive fruit fly would flourish, decimate the citrus industry, and prohibit or restrict the movement of interstate commerce. 

    UrgencyProduct is needed as soon as possible to continue with the Sterile Insect Technique production of the Mexican fruit fly. At the current pricing of $4.56/lb that the vendor (Lallemand Bio-Ingredients USA, LLC) honors, the weekly need cost is about $10,000 per week.

    Contractor shall furnish primary grown inactive dried yeast as defined in, United States Pharmacopeia,
    Volume XIX (attachment 1 of this solicitation). The yeast must be spray dried. Drum dried yeast is not
    acceptable. Attachment 1 shall be the minimum required Government specification for the product. The
    yeast specifications of the United States Pharmacopeia, Volume XIX, attachment 1, shall be evaluated on
    a go/ no go basis where products not meeting the yeast specifications will not be further evaluated or
    considered.
    The following minimum standards will be used in assessing technical capability. Any product that
    produces results below the minimum standard for any of the technical considerations will be considered
    technically unacceptable and no further testing will be conducted.
    • Larval yield is the volume of larvae produced per kilogram of diet material where this shall be at least
    0.13 liters of larvae per kilogram of larval diet.
    • Pupal weight is the weight of an individual pupae where the average shall be greater than 17.08
    milligrams.
    • Emergence is the percentage of pupae that produces adult flies where this shall be at least 87%.
    • Flight ability is the percentage of pupae that produces flies capable of flying out of a 10 centimeter high
    flight tube and this shall be at least 84%.
    • Adult longevity is the percentage of the flies that survive for 72 hours with no water and no food. This
    should be at least 55%.
    1.2 Specifications:
    Nonviable, dried torula yeast (defined as not having more than nine unit forming colonies of viable yeast
    per gram of product), Candida utilis (Henneberg) Lodder and Kreger Van-Rij, for the APHIS mass
    rearing facilities in Mexico, Guatemala, Hawaii, and Texas.
    Note: Vendor shall send half a pound to 1-pound sample for testing prior to each shipment; together with
    a certified analysis (physical, chemical, biological) of content in order to be considered for award. The
    Government does not intend to pay for preparation of the sample nor the samples submitted by the
    respective offeror. The government does not intend to return any unused portion of the sample provided
    by the respective offeror.

    5.0 Chemical/Physical Specifications:
    • Moisture 4% Minimum, 7%
    • Protein 45% Minimum
    • Ash (minerals) 8% Maximum
    • Filler (material remaining on a 200 mesh sieve) 2.5% Maximum
    • Solubility 31% Minimum
    5.1 Microbiological Specifications:
    • Viable yeast 9 UFC per gram product, maximum
    • Fungus (other than yeast) 50 UFC per gram product, maximum
    • Total bacteria 7500 UFC per gram product, maximum
    • Coliform negative
    • Fecal Coliform negative
    • Salmonella negative
    6.0 Storage of Yeast:
    Torula yeast provided under this contract shall not be warehoused or otherwise stored for more than 90
    days prior to the date of consignment.
    7.0 Deliverables:
    Supplies will be delivered in 5 shipments every 90 days of 20,000 pounds each for an estimated total
    amount of 100,000 pounds per year and 1 possible additional shipment of 20,000lbs) per year.
    Shipments shall be packaged in bags in quantities of either 50 pounds or 25 kilograms (55.112 lbs).
    Shipping with be FOB Destination – Prepaid and included.
    Minimum quantity: 20,000 lbs per year
    Maximum quantity: 120,000 lbs per year

    Inspection and Acceptance is in accordance with FAR 52.212-4(a)
    8.0 Packaging:
    • APHIS will receive bags marked as follows:
    o Manufacture’s name
    o Lot or batch number
    o Date of manufacture
    o Name of Product
    • The shipping containers must be sturdy enough to ensure safe delivery.
    • Each shipment will contain a valid Material Safety Data Sheet (MSDS).
    • Each shipment will include a packing slip identifying the following:
    o Manufacturer
    o Batch/Lot Number
    o Date of Manufacture
    o Quantity Shipped
    o Storage Instructions
    • Pallets may not exceed a height of 56” in total height.

    5 year Contract - Base year and 4 Option Years 

    Must be SAM.GOV registered and Current.
