    Abstract:

    Serving Congress and the Supreme Court, the Architect of the Capitol (AOC) is the builder and steward of the landmark buildings and grounds of Capitol Hill. Our staff preserves and maintains the historic buildings, monuments, art, and inspirational gardens on the Capitol campus. Recognizing the trust placed in us by Congress and the American people, the AOC team is committed to providing a safe environment and inspiring experiences for all who work and visit the symbol of American democracy.

    The mission of the AOC is to serve Congress and the Supreme Court, preserve America's Capitol and inspire memorable experiences. The AOC is responsible for the maintenance, operation, development, and preservation of 18.4 million square feet of buildings and more than 570 acres of land throughout Capitol Hill. The AOC provides a welcoming and educational environment for millions of visitors through the U.S. Capitol Visitor Center and the U.S. Botanic Garden. Learn more at www.aoc.gov.

    The AOC manages food services on behalf of the United States Senate (“Senate”). Senate dining operations are unique given the congressional environment in which they exist. In addition to historic and architectural value, food services provide Members of Congress, their staff, supporting agencies, and visitors with a convenient solution and facilitate legislative and representational work of Congress.

    Food service operations at the Senate are designated as essential support activities or functions under section 307 of the Legislative Branch Appropriations Act, 1988, Public Law 100-202, 101 Stat. 1329-290, 1329-309 (1987), which is a statutory note to 4 U.S.C. § 105.

    This is not a solicitation announcement, nor does it promise a solicitation in the future. Proposals are not requested nor accepted at this time, and a contract will not be awarded from this announcement. No reimbursement will be made for any costs associated with attending and participating in the industry day activities or providing information in response to this announcement. Any submissions will become Government property and will not be returned. The government will not provide any feedback or evaluations regarding the information submitted but may reach out to respondents for further information or clarification.


    Who should attend? Responsible, experienced vendors with capabilities to provide one or more types of Senate food service operations, including but not limited to fine dining/executive dining, cafeterias, cafes/carry-outs, catering, coffee shops, convenience stores, and vending services on the Senate side of Capitol Hill.
    The AOC is considering grouping food service units under stand-alone contracts.

    Interested contractors shall submit an RSVP for both the Virtual Industry Day and the In-Person Tour Day. Submissions shall be sent to aocprocurement@aoc.gov no later than Friday, October 17th, 2025, at 5:00pm EDT. There is no limit to the number of representatives an organization may have for the Virtual Industry Day. There is a strict maximum limit of two representatives from each organization for attendance of the In-Person Tour Day. As part of the RSVP, please include the name and title of each individual attending and clearly identify which day they will be attending.

    Questions for the Virtual Industry Day should be submitted no later than Monday, October 20th, 2025, at 5:00pm EDT to the Contracting Officer, Moyah Wilson, at Moyah.Wilson@aoc.gov. Any attempt to hand-deliver or mail a response to any location in the U.S Capitol Complex will be rejected.
