    This announcement is for information and planning purposes.  It is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. 

    The California Air National Guard, 146th Airlift Wing (146th AW) Channel Islands ANG Station, Port Hueneme has a requirement entitled: INSTALL NCC HVAC B602

    The 146th AW intends to solicit quotes from at least three (3) interested sources in accordance with RFO FAR 12.201-1 Simplified procedures.  This is expected to be 100% set aside for a Small Business competition after approvals are completed and is intended to result in award of one (1) firm-fixed price contract with an expected contract delivery/contract completion date of 31 March 2027.

    The general salient characteristics of the requirement include but are not limited to: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to install a new NCC HVAC/CRAC unit in Building 602 on Channel Islands Air National Guard Station, Port Hueneme, CA 93041.

    Attend a Site-Visit to assess scope of work prior to quoting on this requirement. All work under this division shall be executed in a thorough professional manner by competent and experienced workmen licensed to perform the work specified. All work shall be installed in strict conformance with manufacturer’s requirements and recommendations. Equipment and materials shall be installed in a neat and professional manner and shall be aligned, leveled, and adjusted for satisfactory operation. Material and equipment shall be new, shall be of the best quality and design, shall be current model of the manufacturer, shall be free from defects and imperfections and shall have markings or a nameplate identifying the manufacturer and providing sufficient reference to establish quality, size, and capacity. Material and equipment of the same type shall be made by the same manufacturer and be Underwriters Laboratory (UL) Listed. 

     Provide the following supply with install:

    5.2.1    Secure electrical power at source by lock-out/tag-out for the rooftop condensing unit and the indoor CRAC unit in the computer room.

    5.2.2    Recover all refrigerant from the existing system and properly dispose of at exchange facility.

    5.2.3    Disconnect, demo and remove all copper refrigerant lines, rooftop condensing unit and indoor CRAC unit from site and properly dispose of.

    5.2.4    Furnish and install (1) new Split System DX CRAC Unit (Leibert Model#VS070AZA1E0NQVO or equivalent) that includes Microprocessor with Touchscreen Controller, Factory Disconnect, Dual Scroll Compressors, Steel Frame, R454B Refrigerant, Zone Leak Detection, 460V 3PH.

    5.2.4.1 Up to 30-ton cooling with variable capacity control

    5.2.4.2 Upflow configuration

    5.2.4.3 Supports glycol economizer coils

    5.2.4.4 Component redundancy

    5.2.4.5 AHRI certified

    5.2.5    Install new roof-mounted Condensing Unit (Leibert M#MCM080E5AD2DT5 or equivalent) with Factory Disconnect, Coastal Coating on the condenser coils, and Microchannel Coils, and set on the roof on the existing steel framing at the existing location.

    5.2.5.1 Type & Design: Air cooled, microchannel coil condenser with Premium Efficiency Control / EC Fan for reduced energy use

    5.2.5.2 Sound Level: Operates at 2.5–5.5 dBA lower than alternative condensers

    5.2.5.3 Fan Technology: Electrically commutated (EC) fans

    5.2.5.4 Compatibility: Works with R 410A and R 407C refrigerants

    5.2.5.5 Quietline Mode: Automatically adjusts fan speeds

    5.2.5.6 Corrosion Resistance: Constructed for long service life in demanding environments

    5.2.6    Make all necessary frame modification to fit to new unit configuration.

    5.2.7    Furnish and install all new properly sized copper refrigerant lines and connect to both indoor and outdoor units with all required accessories, insulate with rubber pipe insulation and aluminum cladding for exterior as needed.

    5.2.8    Reconnect existing line voltage electrical supply, required fuses, required 1-1/2” conduit and fittings to connect existing power to both indoor CRAC unit and rooftop Condenser.

    5.2.9 Install all new ¾” Type L copper condensate drain lines from the new unit, add ¾”copper pipe and any required fittings as needed to run to existing drain and reconnect to existing copper drain.

    5.2.10 Install new Factory Provided Metal Supply Duct Plenum box with supply grills to fit the new indoor unit.

    5.2.11 New CRAC unit is provided with new smoke duct detector on new unit. (Connecting to existing fire alarm panel or interface is excluded)

    5.2.12 Start, check, test and program all newly installed equipment, PVT testing, in-house commissioning, training and verify operation.

    5.3        The new equipment shall adhere to TIA 942’s temperature and humidity standard and ASHRAE’s TC 9.9 critical data center thermal guide.

    5.4        Incorporate an alerting system that can communicate faults, outages, extreme temperatures, and other critical information to prevent catastrophic failure.

    5.5 Remove any waste or excess material resulting from the performance of work. The Contractor shall remove and dispose waste or material at a proper disposal site outside of Channel Islands Air National Guard Station. Any disposal, discharge, deposit, dumping, spilling, leaking, or placing of any materials, wastes, affluents, trash, garbage, oil, grease, paint, chemicals, etc. shall be notified and coordinated with the Installation Environmental Office and/or COR. Dumping of any waste or material in an unauthorized location is prohibited and the Contractor shall be responsible for the removal and/or restoration of the area to the condition of the adjacent undisturbed site.

    5.6 Maintain a copy of the Environmental Protection Agency or State Registered Labels, plus Material Data Sheets for all paints, primers, solvents, inhibitors, or solutions used in connection with this contract; Material Data Sheets are also required for all hazardous materials defined in Federal Standard 313c.  Copies of these documents shall be provided to the COR prior to the start of any work.

    5.7 Any damage to existing Government property as a result of the work accomplished in this Contract shall be repaired and/or replaced to match pre-existing conditions at the Contractor’s expense.

    The North American Industry Classification System (NAICS) code for this project is 333415 Air Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing with a small business size standard of 1,200 employees.

    This Sources Sought/Pre-solicitation Notice is not a Request for Quote (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB).

    This Notice is published for this proposed action in accordance with RFO FAR 5.101(a). The 146 Wing will provide more information in the official solicitation.  Quotes will be due no less than 10 days from the date the solicitation is issued.  The definitive due date and time will be stated in the solicitation and any associated amendments that may be issued.

    No CDs or hard copies of the solicitation will be available.  Interested vendors are responsible for checking https://SAM.gov for any update(s) to this Notice.  The Government is not responsible for any loss of Internet connectivity or for any vendor’s inability to access any documents posted on the above-mentioned website.
