INTEGRATED BROADCAST SERVICE (IBS) ENTERPRISE SERVICES (ES) SUPPORT SUSTAINMENT AND MODERNIZATION

This announcement constitutes a Notice of Proposed Contract Action. The office of AFLCMC/C3IBK intends to award a contract for the sustainment and modernization of the Integrated Broadcast Service Enterprise Services (IBS-ES) program to include the United States Government, National Partners, and Collaborating Nations (CNs) as directed by the IBS Program Office.

The IBS-ES requirement includes acquisition support, sustainment, and modernization support including supplies and services, spares, repairs, upgrades, contract field service support, modifications, tech refresh, program management, software maintenance, system engineering, configuration management, technical support, engineering, cyber security, and integration.  

This is a Top Secret/Sensitive Compartmented Information (TS/SCI) program that requires personnel to either possess a TS/SCI or Secret clearance as determined by position for proper accomplishment of contract/order requirements, or else to maintain eligibility during the adjudication process for TS/SCI clearance. The Government does not have access to the data for the IBS-NS. Technical data will not be provided to any Contractor as Government Furnished Information/Property (GFI/GFP).

This acquisition will be issued sole source to Mission Essentials Group, (MEG), LLC. (CAGE: 3QKA8) located at 6530 W. Campus Oval Suite, 190 New Albany, OH.  The proposed period of performance is 20 July 2025 - 19 January 2031 (a three-year base period, two (2) one-year options and an option to extend up to six months).

The authority for this requirement is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
