This Special Notice of Intent to Award is NOT a request for competitive proposals, nor is it a solicitation or request for offers/quotations. No solicitation package is available and no requests will be honored. Only one responsible source, and no other supplies or services, will satisfy agency requirements. In accordance with FAR 19.1406, sole source awards to small business concerns, Westover Air Reserve Base (439 CONF) intends to offer a sole source award to Katadyn Desalination LLC, for the current manually operated reverse osmosis desalination system requirement. See associated attachment, Single Source Justification, for full details. Interested small business parties who can supply an NSN listed manually operated reverse osmosis desalination system may identify their interests and capability to respond to this requirement by June 6, 2025 at 2:00PM (EDT). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing interests and capability information will be provided.
