NOTICE OF INTENT TO SOLE SOURCE

The 129th Rescue Wing currently intends to award a single source purchase order to provide two (2) Baringa 5.5 (PN:EU00018-03-FG) for the 129th Maintenance Group at Moffett Field, CA. The NAICS Code is 336413.

The proposed contract number will be awarded on a sole source Firm-Fixed Price (FFP) action to:

Description of Services or Supplies: The Ultraviolet (UV) Baringa is a pre-mission flight-line confidence test set designed to stimulate UV Missile Warning Systems (MWS) such as AN/AAR-47, -54, -57 (CMWS) , -60 (MILDS) and MAWS 200/300. The Baringa is a ruggedized, military specification (MIL-SPEC) product, which can be operated from typical stand-off ranges of 5m to 30m. The Baringa can also be used to simulate the UV signature of typical flares to check that the MWS is immune to flare blinding.

This sole source requirement is issued under the statutory authority of FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

This Notice of Intent is not a request for competitive proposals.  A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any responses should be e-mailed to the buyer at austin.breault.1@us.af.mil no later than 11 September 2025 at 4:00 PM Pacific Time.  Only responses received by this date will be considered.  All questions should be directed to the buyer at austin.breault.1@us.af.mil.
