    Synopsis

    The United States Air Force, AFLCMC/PZIBB, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a sole source contract for informational purposes only. This proposed action is for the acquisition of a high-temperature axial torsion extensometer.

    The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1), “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”, resulting in a Firm-Fixed-Price contract. The Contracting Officer has determined that only one source is reasonably available.

    The proposed procurement will be a Sole Source under North American Industry Classification Systems (NAICS) Code 334519 – Other Measuring and Controlling Device Manufacturing.  Business size Standard is 600 employees. 

    The proposed source is MTS Systems Corporation. A decision by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations.  However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 2:00 PM EDT on 12 Aug 2025. Submissions shall include manufacturer’s product country of origin for any/all proposed items.

    To comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The proposed vendor, MTS Systems Corporation, is the only known source capable of meeting the Government’s requirements, as outlined in the attached Statement of Work, for this high-temperature metric unit axial torsion extensometer.  Both the customer and contracting personnel have utilized subject matter experts, internal and external database searches, but were unable to find other sources able to meet this requirement. Please see Attachment 2, Sole Source Justification, for more complete details. 

    Important Notice to Contractors: The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.  All prospective awardees are required to register at the System for Award Management (SAM) and to maintain active registration during the life of the contract.  SAM can be accessed at https://www.sam.gov or by calling 866-606-8220.
