    Notice of Intent: Learn to Win Premium Software Licenses Renewals This notice serves to announce the intent of the 81st Contracting Squadron to award a sole source contract for a quantity of 504 each Learn to Win premium software licenses for the 81 Training Wing at Keesler Air Force Base, MS. The proposed contract action is for a licenses for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is based upon the Small Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) program, where Learn to Win is in Phase III of the SBIR program. Due to the SBIR/STTR Reauthorization Act of 2011, Phase III awards will be sole source to the greatest extent practicable. Pursuant to FAR 6.302-5, the requirement is a SBIR/STTR Phase III award derived from, extends, or completes efforts made under prior SBIR/STTR funding agreements and is authorized under 10 U.S.C. 2034(b)(2). The approved Determination and Findings justification for Other Than Full and Open Competition is attached to this notice. The applicable NAICS code for this acquisition is 611710 (Educational Support Services) and the size standard is $24M. The acquisition will be awarded as a commercial item using Acquisition of Commercial Products and Commercial Services under the authority of FAR part 12. The Government anticipates award of a firm-fixed price contract as a result of the soliciting and negotiating with only one source. The period of performance for these licenses is 1 June 2025 – 31 May 2026.
