INTENT TO SOLE SOURCE; MANUFACTURE ROTORS FOR USCG HEALY

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT

The United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC), Contracting & Procurement Division – Long Range Enforcer Product Line (CPD-LREPL), intends to award a sole source contract to Neuver Maritime Inc. for the procurement of two (2) Steering Actuator Rotors in long-term reusable shipping and storage containers. These rotors will serve as ready-for-issue replacements for the USCGC Healy (420’ WAGB) and are required to be in the same configuration as those previously provided for the CGC Healy production line.

Description of Supplies:

The Steering Actuator Rotors are critical components of the cutter’s steering system and must meet required specifications.

Sole Source Justification:

This procurement is being conducted under the authority of FAR 13.106-1(b)(1), which allows for sole source acquisitions when only one source is reasonably available. The authority permitting this sole source acquisition without full and open competition is prescribed by FAR Subpart 6.103-1 (FAR Class Deviation 25-11), entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Neuver Maritime Inc. is the OEM and holds proprietary rights to the Steering Actuator Rotors. No other vendors are licensed or authorized to manufacture these parts, and the rotors must meet specific OEM specifications to ensure compatibility with the cutter’s existing systems.
