NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT
Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, Tobyhanna, PA 18466 intends to award a sole source contract to Alta Enterprises Inc., 2600 E. Saucon Valley Rd., Center Valley, PA., 18034.
The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends toaward a firm-fixed-price, brand-name-only definitive contract for a turnkey CNC equipmentsolution. This equipment is essential for establishing domestic manufacturing capability for critical sUAS motor components, including rotor caps, rotor sleeves, motor bases, motor shafts, and thrust washers.
The required equipment includes:
• (16) Eurotech BMX45-SY2 Rapido CNC Turning Centers
• (4) Eurotech Kobra 20SLY-X Swiss Lathes
• Associated bar feeders (LNS Alpha 552 & FMB Mini Mag), high-pressure coolant
systems, mist collectors, and parts collectors.
The Government has determined that only Eurotech CNC machinery provided by Alta Enterprises Inc. can satisfy the agency's requirements for the following reasons:
• Substantial Duplication of Costs: Procurement from an alternative source would
result in an estimated $3,137,000 in unrecoverable duplicated costs over a five-year
period. These costs include $32,000 for retraining, $190,000 in implementation delay
impacts, and over $570,000 in annual recurring costs to manage a mixed-brand fleet.
• Fleet Commonality: TYAD currently maintains an established fleet of Eurotech
CNC machines. Deviating from this brand would break fleet commonality, creating
operational inefficiencies and increasing the maintenance and sustainment burden.
• Technical Superiority and Facility Constraints: Market research conducted by
MxD (National Center for Cybersecurity in Manufacturing) concluded that Eurotech’s
advanced automation requires fewer machines to reach the required production
capacity. Alternative solutions require more machines and a larger facility footprint
(estimated additional 1,000 sq. ft.), which exceeds the Depot's available space and
negates planned layout efficiencies.
• Cybersecurity Compliance: Eurotech has committed to a "Vendor STIG
Development Process" through the DISA Cyber Exchange. Selecting a new vendor
would require the Government to restart the entire security vetting and compliance
development process.
The Government intends to acquire this supply requirement under the guidelines of Revolutionary Federal Acquisition Regulation (FAR) Overhaul 6.103-1(b), One responsible source.
This is not a solicitation for competitive quotes. If you feel your firm can provide this product, without compromising manufacturing, delivery, warranty, mark ups, etc. you may submit a statement of capabilities. A determination by the Government not to compete with this proposed requirement is based upon responses to this notice, and it is solely within the discretion of the Government.
Information received will be considered solely for the purpose of determining whether to conduct competitive procurement in the future.
