    Description

    Notice of Intent to Issue a Sole Source Contract for International Trade Center Manager (ITCM) Services at the Ronald Reagan Building (RRB) and International Trade Center (ITC) located in Washington, DC. 

    Description: The General Services Administration (GSA) Public Building Service (PBS) Acquisition Facility Management Division - East, intends to issue a sole source contract in accordance with FAR 6.302-1 for (1) six-month base period with (1) six-month option period. The contract work will be performed at the Ronald Reagan Building and International Trade Center located at 1300 Pennsylvania Avenue, NW, Washington, DC. The intended source will be the Trade Center Management Associates, (TCMA) LLC. The contract will provide the following services:

    1. International Trade Promotion - working directly with international trade associations, organizations, and agencies to develop and promote programs in the international community to create and enhance opportunities for American trade commerce, communications, and cultural exchanges with other nations. 
    2. Commercial Property Management Services - management of public spaces, conference centers, office space, retail space, food court and loading docks.
    3. Construction Management Services - required on-going projects and to be scheduled projects related to tenant space and build outs.
    4. Operations and Maintenance - services related to the maintenance and upkeep of the building and grounds. 
    5. Parking Garage Management - management of valet parking, issuance of permits, collections of funds, offsite parking arrangements. 
    6. Event sales, event production management and event setup/ tear down services.
    7. Food and beverage catering. 
    8. Leasing Services (office retail) identify tenants, promote available space, negotiate execute license terminations and orderly closure of operations.
    9. Marketing and promotional services. 
    10. Lease administration, collect rents, apply escalation terms, enforce terms. 
    11. Security coordination services, matches security requirements of the building to scheduled events and other usage of the building. 
    12. Concierge services. 
    13. Business center services; arranges for computer access, fax services, all IT requirements for each event. 
    14. Maintain equipment, membership promotions, fee collection, and provide member services. 
    15. Inventory stewardship and records management services. 
    16. Financial and auditing services; performs parking audit, cash collection audit, and contract audit. 
    17. Managing Wi-Fi and other cable and telecommunications requirements.

    The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as cited in FAR 6.302-1: “Only one responsible source and no other supplies or services will satisfy agency requirements”.

    The current International Trade Center Manager (ITCM) contract is scheduled to expire on June 7, 2026. The General Services Administration (GSA) is currently managing the procurement for a new long-term contract; however, this process will not be finalized before the current expiration date.

    To ensure continuity of services, GSA is implementing an interim bridge contract. This bridge will provide the necessary time to competitively procure a long-term solution that promotes full and open competition. Specifically, this period will allow for the formulation of a new strategic plan, solicitation, award, and the transition period required for the implementation of the new ITCM contract.

    GSA requires a single manager to operate all associated services in a coordinated and harmonious manner.  TCMA is the only vendor that has performed the trade center manager services since 1995 and, in doing so, has extensive knowledge and business expertise required to properly manage the unique requirements of the ITC Program. 

    GSA will consider any bids, proposals, quotations, or capability statements. Any response shall be submitted via e-mail to Ingrid Blair, Contracting Officer via email at jose.nativisegovia@gsa.gov  NO LATER THAN Friday, April 10, 2026 at 4:00 PM EST. The agency will consider any such submission.
