    Description

The 309 Software Engineering Group's (SWEG) 555 Software Engineering Squadron (SWES)/MXDPDB needs to replace the Intrusion Detection System (IDS) in Building 2721, Bay D. The Bay is scheduled for Classified use starting February 2026. The current IDS system does not adhere to the mandatory standards set by the Intelligence Community Directive (ICD) for use as a Classified Processing Area (CPA). The current hardware needs to be removed and approved hardware installed before Bay D can be used as a CPA.
The items needed are as follows:
    1) Manufacturer: Honeywell
    Description: V5 Vindicator IDS
    Qty: 1
    2) Manufacturer: Optex
    Description: Ceiling Mounted Motion Sensors
    Qty: 28
    3) Manufacturer: Magnasphere
Description: Battery Management System (BMS) Sensors
    Qty: 8
The Base Defense Operations Center (BDOC) has approved the following hardware for new procurements, installs, and upgrades:
    • Honeywell’s V5 IDS
    • Optex SX360Z PIR
    • Magnasphere HSS-L2S-000 BMS
The Base Defense Operations Center (BDOC) supplies a Non-Nuclear Configuration Management Database (CMD) Equipment Approval list which must be used for purchasing items for use in PL-1 (non-nuclear) through PL-4 applications and configurations on Hill Air Force Base. The CMD list only approves Honeywell's
    CUI
V5 vindicator. To keep Bay D in compliance with ICD standards, alternative hardware or manufacturers will not be permitted.
Honeywell discontinued production of the V5 vindicator in December 2023 and is no longer sold or supported by Honeywell. Because of this, any remaining V5s are in high demand and are in low supply. Honeywell replaced the V5 vindicator with the V6 vindicator in June 2024, however BDOC has not approved the V6 for use. It is not known which brand of vindicators BDOC will approve for future use at Hill AFB or when they will be approved.
SDS Construction is the only base approved contractor who has the V5 in stock. It is doubtful other base approved contractors will be able to obtain a V5 within the 60-day delivery time frame with the V5 being discontinued two years ago. For this reason, SDS Construction has been selected for this purchase request. SDS Construction can also supply the other items required to update Bay D into a CPA within the 60-day delivery time frame.
Period of Performance: 60 Days After Receipt of Order (ARO).
