NOTICE OF INTENT Tracking Number (832571097) The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Accenture Federal Services, LLC. A sole source Justification & Approval document is being coordinated, and upon approval, a copy of it will be posted on SAM.gov to comply with the public display requirements of FAR 6.305. The proposed contract action is for contractor support and maintenance for the DISA Command, Control, Communications, and Computers (C4) Enterprise Directorate (J6 C4) Correspondence and Task Management System (CATMS) that will enable the Offices of the Secretary of Defense (OSD), Washington Headquarters Services, Pentagon Force Protection Agency, and other Department of Defense (DoD) components to achieve their functional missions and objectives in support of the Secretary of Defense. This is a non-personnel services task order to provide lead integration for mission application development, system engineering, sustainment, and support services to CATMS. CATMS is the OSD correspondence and coordination mission application that provides an integrated system and process for managing the lifecycle of official correspondence for the Secretary and Deputy Secretary of Defense. It provides OSD components and action officers the ability to generate, assign, and control internal OSD component tasks and coordination requests. The overall objective of the follow-on effort is support of the following services without interruption: ? Maintain CATMS in Microsoft (MS) Dynamics 365 v9.2. online without interruptions, maintaining a 98% average monthly and annual uptime. ? Automate the dissemination and reporting of actions, tasks, requests for information, awards, and decorations originating from J6 C4 to internal and external DoD staff organizations. ? Enable transparency and provide metrics to identify workflow bottlenecks, conduct workload comparisons, and create efficiencies and accountability for staff processes. ? Use agile software development techniques that allow for quick response to Government requirements. ? Reduce overall lifecycle support costs by limiting the need for additional operations and maintenance support. ? Utilize the commercial off-the-shelf software Task Management Tool (TMT) to the maximum extent possible to maximize reuse of the existing infrastructure, reducing delivery time and development costs. CATMS currently leverages the existing J6 C4 infrastructure and provides seamless integration to the Configuration Resource Management (CRM), MS SharePoint servers, and MS Office. The CATMS program is fully integrated into supported workflow/staff functions, and it enables a more streamlined tasking procedure through delivery of increased transparency, visibility, and accountability within the TMT supported footprint. At this time, the incumbent contractor, Accenture Federal Services, LLC, is the only source capable of providing all necessary services. Accenture Federal Services, LLC retains proprietary rights to the TMT source code and does not have any obligation to provide (nor will it provide) this source code to any other company. Because of this, Accenture Federal Services, LLC is the only company that can implement enhancements into TMT's source code to facilitate proper integration into the server construct. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this service must indicate their interest in writing within 15 days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement.
