Notice of Intent to Sole Source UHF Radio Equipment Maintenance Agreement for NETL Pittsburgh and NETL Morgantown locations, (Authorized Motorola Vendor). In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Bear Communications Inc. NETL has historical Motorola radio coverage with Bear Communications. This agreement was initiated and purchased at the time when the associated equipment/software was initially procured. IT has decided that the continuance of the maintenance agreement is more cost effective than procuring new equipment. The current equipment will continue to have a useful life thru this agreement and has not been identified for replacement by the Enterprise Configuration Control Board (ECCB). The maintenance agreement will ensure the units continue to function properly within the NETL operating environment. Failure to continue the maintenance agreement with Bear Commincations could put NETL as risk of failure or loss of radio service which could potentially impact the organizations ability to operate in an efficient and effective manner. The anticipated base year period of performance for this requirement is from June 1, 2024, through May 31, 2025. The government anticipates awarding a total performance period of five years; a 1 year base plus 4 option years, through June 2029. This is considered a sole source to Bear Communications Inc. as to the best of the NETLs knowledge, based on market research conducted, Bear Communications Inc. is the only known source that can offer the UHF Radio Equipment Maintenance Agreement for NETL Pittsburgh and NETL Morgantown locations. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1:00 PM ET on May 16, 2024. Responses must be submitted in writing to the purchasing agent, Rebekah Parks, via email at rebekah.parks@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
