NOTICE OF INTENT to Sole Source Requirement for Trash Rake Repairs at Parker Dam

This solicitation is being advertised as a noncompetitive sole source solicitation as provided under FAR 12.102(a), the specific characteristics of the OVIVO trash rake limit the availability of the required items and services to a single source.

The Bureau of Reclamation, Interior Region 8: Lower Colorado Basin, Lower Colorado Dams Office (LCDO), Parker Dam has a for the necessary equipment, hardware, software, engineering, and installation for the repair of the Bosker OVIVO Trash Rack Rake System, located a Parker Dam, Trash Rack Structure.
Parker Dam Electricians have attempted to troubleshoot the system while in communications with OVIVO Engineering support and have been unable to diagnose the problem and the needed repairs.

The only company known to be able to perform these services for LCDO is OVIVO USA LLC. OVIVO is the only North American representative of this Bosker Trash Rack Rake System manufacturer and the initial installer of this trash rack cleaner system and has the proprietary software program that controls the system. The NAICS for this action is 811310, Commercial and Industrial Machinery Repair and Maintenance Services, which has a small business size standard of $12.5 million.

Award is anticipated in May 2026, which will cover a 4-month maintenance period after the date of award. The resulting contract is planned to be a Firm-Fixed Price Purchase Order.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All documents submitted must contain an explanation and evidence as to how your company would be able to perform these services in the specified location. Submissions are due by Tuesday, May 26, 2026, at 1700 Pacific time.

The contract award information and the Justification and Approval for using noncompetitive procedures will be posted on the Government Point of Entry website (SAM.gov).
