The Department of Veteran Affairs intends to negotiate a sole source contract with Rees Scientific USA, to provide comprehensive test verification system, calibrate and document all system functions including readings, databases, alarms, dial-outs, outputs, reports, and user programming for the current Rees Scientific Freezer Alarm Monitoring System located in Research Building 1A, Jamaica Plain Campus at VA Boston Healthcare System. Rees Scientific is the only manufacturer authorized to provide upgrades, service, and maintenance on their systems. Rees Scientific does not sell to third party vendors, nor do they allow third party vendors to add components to their system, nor provide any service or maintenance on their systems. This is done because of the proprietary nature of their coding and programming. Due to the proprietary nature of the system software, no other company possesses the knowledge necessary to maintain and validate the system. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contracting Opportunities on SAM.gov. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements. The NAICS is 334290. The size standard is 800 employees.
