NASA Langley Research Center (LaRC) plans to issue an Request for Proposal (RFP) for Joint Safety Health Institutional Facilities Team (JSHIFT). The existing efforts are currently being performed under contracts at multiple NASA centers to include Goddard Space Flight Center (GSFC), Lyndon B. Johnson Space Center (JSC), and Langley Research Center (LaRC) in addition to other locations as needed.
The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.
This acquisition is an 8(a) small business set-aside pending final approval. Any change in this will be posted to sam.gov.
The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541690, Other Technical Engineering Services; under this NAICS code the small business size standard is $19 million.
The anticipated release date of the solicitation will be Monday March 31, 2025, with proposal due date on or about Wednesday April 30, 2025.

A virtual Pre-solicitation Conference will be held Monday, March 10, 2025. Attendance is recommended; however, attendance is neither required nor a prerequisite for proposal submission and will not be considered in the evaluation. After the conference, all contractual and technical questions must be submitted electronically via email to larc-jshift@mail.nasa.gov no later than Friday March 14, 2025 2pm (Eastern Time).
