1. Introduction
This Presolicitation Notice is issued in accordance with FAR Part 5 to announce an upcoming site visit associated with the planned solicitation for Asphalt Mill and Replace Services at Strom Thurmond Dam and Lake, managed by the U.S. Army Corps of Engineers (USACE), Savannah District.
This notice is not a solicitation. A formal solicitation will be issued at a later date. The Government is currently conducting market research under the previously posted Sources Sought Notice, which remains open until 09 January 2026, 5:00 PM EST.
2. Site Visit Information
A pre‑solicitation site visit will be held to provide interested contractors an opportunity to review project locations and better understand the scope of work.

Location: Strom Thurmond Dam and Lake (510 Clarks Hill Hwy, Clarks Hill, SC 29821)
Attendance is strongly encouraged but not mandatory. Contractors are responsible for their own transportation, lodging, and associated costs.
To attend, firms must email the Contracting Officer and Contract Specialist no later than 03 January 2026 with the names of all attendees.
3. Requirement Overview
The forthcoming solicitation is anticipated to include the following major work elements:
Mobilization and Demobilization
Milling and Replacement of Asphalt Pavement
Traffic Control, Safety Compliance, and Environmental Protection
The Period of Performance (POP) will begin upon contract award or Notice to Proceed.
4. Scope of Work (Summary)
Asphalt Milling & Replacement
Total Estimated Area: ~36,410 SY across four sites:
Lake Springs- 12,086 SY
Modoc Campground- 9,262 SY
Ridge Road Campground13,329 SY
Petersburg Campground1,733 SY
Material Requirements
Georgia sites: 2” of 9.5mm GA DOT hot surface mix asphalt
South Carolina sites: 2” of 9.5mm SC DOT Surface C asphalt
Contractor Responsibilities
Provide all labor, equipment, and materials
Perform milling and asphalt replacement per GA/SC DOT standards
Haul away all milled material
Restripe designated areas, including the boat ramp patch at Ridge Road Campground
Deliver campsite and impact site rock as specified in the forthcoming PWS
A draft Performance Work Statement (PWS) was previously released with the Sources Sought Notice for industry review and comment. Feedback is due 08 January 2026 at 5:00 PM EST.
