(i) This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

This solicitation is issued as a Request for Quote (RFQ).

(iii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2025-03, DFARS Change 01/17/2025, and DAFFARS 2024-1016.

(vi) Description of Requirement:

The Air Force Test Center (AFTC), Edwards AFB, CA, requires the purchase of five (5) Juniper Systems Mesa 4 RFID Handheld Readers (Part Number MS4-CFG, P/N 19773) in the configuration detailed under CLIN 0001. This configuration is the only device that meets the Air Force’s mandatory Windows 11 operating system requirement and security standards for the permanent disablement of Bluetooth and Wi-Fi capabilities. The unit must integrate seamlessly with existing Air Force mission applications and meet MIL-STD ruggedization standards for field operations.

Market research confirmed that Juniper Systems is the sole OEM for the Mesa 4 RFID handheld reader. Only authorized Juniper Systems small business resellers are eligible to quote. RFQs posted on NASA SEWP and GSA eBuy produced no responses due to OEM vendor authorization restrictions.

Required Delivery: 30 Days After Receipt of Order (ARO)

ADDENDUM TO FAR 52.212-2:
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. To be considered technically acceptable, the offeror must:

1. Be an authorized Juniper Systems small business reseller.
2. Quote the exact brand name/model as listed in the CLINs.

(x) Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services, with their offer, or confirm completion in SAM.gov.
