The U.S. Fish and Wildlife Service, Office of Law Enforcement, National Fish and Wildlife Forensic Laboratory (NFWFL) intends to negotiate on a Sole Source with (FAI) Forensic Analytical Inc. For a contract laboratory to analyze projectiles (bullet, pellet), projectile fragments, projectile casings and shells, ballistic tips, and firearms for class and/or individual characteristics, and to explore consistency between projectiles/fragments and firearms. The lab and/or analysts must be accredited or certified under the Association of Firearms and Toolmark Examiners (AFTE). The provider must follow strict chain-of-custody procedures, produce a report of findings, and have experience with court testimony.
This will be a 12-month base year contract with the 4 Option years. The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b).
