    Response to question received:

    Q-The 8-hour holding time specified in 40 CFR Part 136 and the project QAPP may not always be achievable since samples are collected by the USIBWC San Diego Field Office and shipped overnight to the laboratory. Can you please confirm if the Government will accept results analyzed beyond the 8-hour limit, as long as the exceedance is clearly documented and qualified in the report?

    IBWC cannot accept data with qualifiers for QA/QC requirements. All proposals must be able to meet stated QA/QC requirements including for sample hold times.

    Note: Bidders may bid an option to conduct the sampling.

    Question  received :

    I believe there is conflicting information on whether microbiology sampling will only be at one station OR at all seven starions.  Can you clarify?

    Response:

    Weekly fecal coliforms and E. coli will be collected at the TRV-1 (Dairy Mart Bridge) site only

    All other sampling schedules will also analyze for Fecal and E.coli (except TRV-7 which will test for enterococcus) and for norovirus and enterovirus. That would be during the quarterly water samples in the river, once per year wet weather flow at all locations, and any dry weather transboundary events collected.

    The associated North American Industry Classification System (NAICS) code is 541380 Testing Laboratories and Services, with a Product Service Code H146 Quality Control – Water Purification and Sewage Treatment Equipment with a size standard of $19.0 Million.

    Only offers from SAM registered small businesses will be considered for this solicitation. 

    Services shall be offered ALL or NONE as per CLINs beginning on page 2 of the attached solicitation 191BWC25R0009 Lab Services TRVMP attached and returned with your proposal via e-mail directly to seone.jones@ibwc.gov.

    Quotes shall be good for 90 Days.

    Active UEI (Unique Entity Identifier) must be included with your offer.

    The US International Boundary and Water Commission (USIBWC) operates a required monitoring program as defined in the National pollutant Discharge Elimination System (NPDES) permit issued to the USIBWC for the South Bay International Wastewater Treatment Plant (SBIWTP) by the San Diego regional office of the California Regional Water Quality Control Board (the Board) as order no R9-2021-0001as amended by order no. R9-2023-0009, NPDES no. CA0108928.

    The project is located in the Tijuana River and adjacent canyons along the U.S. – Mexico border in San Diego County, California.

    The USIBWC seeks laboratory services as defined in the Performance Work Statement. Laboratory Services shall include, but are not limited to, analysis for the parameters listed in Schedule of Services/Supplies as required by the USIBWC.
