    This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. 

    (ii) The solicitation number is FA468625QC015, and the solicitation is issued as a request for quotation (RFQ). 

    (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05. 

    (iv) This requirement will be using full and open competition after exclusion of sources procedures in FAR Subpart 19.5 and the associated NAICS code is 333517- Machine Tool Manufacturing and a small business size standard of 500 employees.  

    (v) Description of requirement: The Contractor shall deliver one (1) HP-3655 GEN V COS2 Laser Cutter and Engraver or equivalent to replace a non-repairable laser etcher and maintain operational etching capabilities. Equipment shall come with a standard warranty. To be considered equivalent, the minimum salient characteristics are outlined below:

    Power Requirements: 110V

    Material Compatibility: The system shall be capable of cutting and engraving the following materials: acrylic, fiberglass, medium density fiberboard (MDF), phenolic, cork, foam, leather, melamine, plastics, wood, cardboard, fabric, paper, rubber, sheet metal (up to 18 gauge/.050 inches), Corian, granite, brick, glass, and marble.

    Laser Power: Minimum 155 watts

    Work Area for Etching/Cutting: Approximately 36" (L) x 55" (W) x 8" (H)

    Included Accessories: Steel air compressor (8-gallon California Air), Chiller Water CW-5200 water chiller (110V), fume extractor, air exhaust fan with venting pipe, and a Pit burn V Roller Rotary.

    OS Compatibility: Windows and Mac

    (ix) The provision at 52.212-2, Evaluation - Commercial Products and Commercial Services, applies to this acquisition and the lowest priced quote will be evaluated based on the technical criteria below: 

    The following shall be used to evaluate quotes: the lowest priced technically acceptable quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the proposed requirements that meet the technical criteria. The offeror's initial quote should contain the offeror's best terms. The Government will rank quotes based on initial assessment of Total Evaluated Price (TEP) from lowest to highest, followed by a complete evaluation of technical acceptability of the lowest priced offer. If lowest priced offer is deemed technically acceptable, the Government reserves the right to conclude
    evaluations and make award to that Offeror. If determined technically unacceptable, the Government will evaluate the second lowest price, followed by a complete evaluation of technical acceptability. If the second lowest priced Offeror is deemed technically acceptable, the Government will make award to that Offeror. If deemed technically unacceptable, the Government will continue the process until an acceptable quote is identified. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government's best interest. If additional quotes are evaluated for technical acceptability, quotes will be selected in the order of TEP. Failure to meet an evaluation factor will result in an offer being determined technically unacceptable. The following factors shall be used to evaluate offers:

    Factor 1: Technical
    Sub-Factor 1.1: Product Specification: The Offeror meets this sub- factor when its proposed products meet the specifications as outlined in the Statement of Need. Attached with the quote, the Offeror shall provide a specification sheet that clearly outlines that the equipment meets the minimum requirements as stated in the Statement of Need.

    Sub- Factor 1.2: Delivery: The Offeror meets this sub-factor when its quote clearly specifies a delivery date that meets the minimum requirement as outlined in the statement of need.

    Factor 2: Price
    Price will be evaluated for fair and reasonableness using price analysis techniques. The total evaluated price (TEP) will include all CLINs. Offerors with technically unacceptable proposals will not be evaluated for price.

    (xi) The clause at 52.212-4, Contract Terms and Conditions- Commercial Products and Commercial Services, applies to this acquisition.  

    (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Products and Commercial Services, applies to this acquisition. 

    (xiii) There are no additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) necessary for this acquisition.  

    (xiv) The Defense Priorities and Allocation Systems (DPAS) and assigned rating is not applicable. 

    (xv) Offers are due on 27 August 2025 at 10:00 AM PST to the POCs identified in the Contact Information Section of this notice.
