    AMENDMENT 1: Requirement has been expanded to include the addition of a pump for each tank that can handle E85 and/or medium-rated gasoline, respectively, for the tanks at a flow rate of between 15-20 gallons per minute(GPM). Requirement has been identified to include that each quoted tank be functionally and effectually moved/transited on installation by a forklift. Additional information that was addressed in clarifications with prospective vendors has been added as an attachment. **NOTICE TO OFFEROR(S)/ SUPPLIERS(S): FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT. NO AWARD WILL BE MADE UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS REQUEST FOR QUOTES, EITHER BEFORE OR AFTER THE CLOSING DATE. IN THE EVENT THE GOVERNMENT CANCELS THIS REQUEST FOR QUOTES, THE GOVERNMENT HAS NO OBLIGATION TO REIMBURSE AN OFFEROR FOR ANY COSTS. This is a Combined Synopsis/Solicitation Notice for commercial items prepared in accordance with the format in FAR 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; responses/quotes are being requested. Requirement Description This requirement is for the procurement of two (2) 1,000 Gallon, Horizontal Above Ground tanks (Double Wall Steel) that are compliant with attached documentation referenced in the Air Force UFC 3-460-01, Section 8-5 (pg 124-125). It is the responsibility of the contractor to ensure that quoted products meet all specifications as outlined in the attached documentation, production information must be provided by contractor to ensure that the Government and varify validity. Additionally, each tank must include a pump that can handle both E85 and medium-rated gasoline, or one tank pump can handle E85 and the other tank can handle medium-rated gasoline. Each pump will be rated to tranfer between 15-20 gallons per minute of fuel. Tanks should also be effectively moved/transported via forklift once received at military installation. Installation and set-up can/will be conducted by the gaining entity. The tanks will NOT be a lease or loan and will be permanently procured. Quotes must include shipping and handling and be independently identifiable on quote. Place of Performance: 970 Petercheff Street, Terre Haute, IN 47803 Delivery Period: Not to Exceed 30 Days Solicitation Information The Government intends to award a contract resulting from this RFQ to the responsible offeror whose quotation represents the best value after evaluation in accordance with the factors and subfactors in the RFQ. All quotes/responses shall be submitted via email to Keith Parker at keith.parker.4@us.af.mil no later than 1:00 PM Eastern Standard Time on 28 May 2026. Offerors must be registered in the System for Award Management Registration (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at https://www.sam.gov. This is a firm fixed-price procurement; therefore, the offeror’s initial offer should represent the vendor’s best quote in terms of price, delivery and technical acceptability. Solicitation closing date/time is firm; proposals received after the deadline may not be accepted. Your quote must contain enough technical information i.e. data sheet, drawing, specification, etc. for evaluation. Solicitation Evaluation for Award Your quote will only be evaluated based on the information provided. The award will be made on a Best Value approach. Evalution factions shall be Price and Delivery, where delivery time is approcimately equal to price. A determination by the Government not to accept the proposal for not meeting the minimum requirement is solely within the discretion of the Government. (8) Total Amount: ______________________ The Government may waive informalities and minor irregularities in proposals received. Any quote, modification, or revision of a quote received after the exact specified in this solicitation shall be determined as late and may not be considered. If a late quote is received before award is made, only the Contracting Officer can make the determination that accepting the late quote would not unduly delay the acquisition. The government intends to award a purchase order without interchanges with respective vendors/quoters. The government, however, reserves the right to conduct interchanges if deemed in its best interest. Under appropriate circumstances, interchanges can be an effective method to improve the Government’s evaluation of Offerors’ quoted approaches and may reduce acquisition cycle time. Interchanges may be written, email, phone call, etc., or any method which would accurately capture the contemporaneous sharing of information between the Government and the Offerors. Interchanges may also be oral conversations between the Government and the Offerors. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit cost or prices offered, unless the offeror specifies otherwise in the proposal.
