CLDQ FOSSIL PREP AND REPOSITORY

Introduction
The Bureau of Land Management (BLM) Utah Green River District is soliciting quotations for professional paleontological services to manage specimens and associated records from the Cleveland Lloyd Dinosaur Quarry (CLDQ) located in Emery County, Utah. This RFQ, numbered 140L5725Q0059, is issued as a fully competitive solicitation under the authority of Federal Acquisition Regulation (FAR) 13.003(b)(1) using simplified acquisition procedures.

Scope of Work
The contractor shall provide professional services for the management of paleontological specimens and associated records over a performance period of three years and four months. Services include, but are not limited to:

- Fossil Preparation: Cleaning, stabilization, and preparation of paleontological specimens from CLDQ.
- Housing and Storage: Secure and compliant storage of specimens in a repository located within 160 miles of CLDQ (Emery County, Utah).
- Stabilization and Preservation: Ensuring long-term preservation of specimens in accordance with industry standards.
- Collections Management: Cataloging, documentation, and management of associated records, ensuring compliance with applicable regulations and standards.

- Security Requirements: The repository must meet federal cybersecurity and physical security standards for the protection of sensitive paleontological resources.

Performance Period
The period of performance for this non-severable contract is through December 31, 2028.

Acquisition Justification
- Simplified Acquisition Procedures: Simplified acquisition procedures are justified under FAR 13.003(b)(1) due to streamlined evaluation processes and confirmed availability of competitive vendors.
