FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE SUBJECT: Sole source Maintenance Services for JEOL 7800 Scanning Electron Microscope SOLICITATION NUMBER: NB643090-25-01580 RESPONSE DATE: 6/13/25 DESCRIPTION: The Material Measurement Laboratory is one of two metrology laboratories within the National Institute of Standards and Technology (NIST). The laboratory supports the NIST mission by serving as the national reference laboratory for measurements in the chemical, biological and material sciences. Our activities range from fundamental and applied research on the composition, structure and properties of industrial, biological and environmental materials and processes, to the development and dissemination of tools including reference measurement procedures, certified reference materials, critically evaluated data, and best practice guides that help assure measurement quality. This research and measurement services support areas which include innovative nanoscale research which is of national importance. This group utilizes a JEOL 7800 Scanning Electron Microscope which requires maintenance and repair. The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with the Jeol USA, Inc located in Peabody, MA, for maintenance of this equipment. Sole Source justification is based on the following: Market research has shown that Jeol is the sole responsible source for service for this instrument. Jeol has in writing acknowledge that: JEOL USA, INC. is the sole factory authorized provider of service and sales in the United States and Canada. There are no third parties that have priority access to replacement parts and may actually damage equipment and void any warranties. Further, any updates, bug fixes and alignments processed through our proprietary software cant be stored without the factory assigned password. NAICS code for this requirement will be 811210 Other Electronic and Precision Equipment Repair and Maintenance with a small business size of $34.0M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00AM EST on 6/13/25 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
