INTRODUCTION

The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG) is issuing this source sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the map dataset for Network Management System.

The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this source sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

REQUIRED CAPABILITIES

The Government requires map data set for command-and-control software to be delivered to CECOM-ILSC, SAMD, at Aberdeen Proving Grounds, Maryland. The intent of this Sources Sought is to assess the availability of vendors and pricing to provide the map dataset for network management system to meet this requirement.

The Government envisions a solution for that meets the following operational and program requirements identified in Attachment 1.

Non-Developmental Item. The map dataset for network management system is non-developmental, commercial items.

Solution should be exportable for use in Taiwan

SUBMISSION DETAILS

Interested businesses should submit:

1. A brief capabilities statement package (no more than ten 8.5 X 11-inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format.

2. Name and address of company, with Commercial and Government Entity (CAGE) Code and Data Universal Numbering System (DUNS) number. Any interested company must be registered with Central Contractor Registration (CCR), Web site address and type of ownership for the organization.

3. Point of Contact Name, Department, phone number, and email address.

No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.

Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Milena Pomocka, in either Microsoft Word or Portable Document Format (PDF), via email milena.pomocka.civ@army.mil no later than 15:00 p.m. Eastern Time Zone on 15 Aug 2025 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.

If your organization has the potential capacity to provide the required products/systems, please provide the following information: Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.

      Technical Characteristics:

• Geographic Information System (GIS) dataset adequate for the spatial coverage for the entirety of Taiwan, including Digital Terrain Elevation Data (DTED) and Digital Elevation Models (DEM)
• GIS data should include feature (building, roadways, etc…), raster (digital map images, road imagery and satellite imagery) and vector (grid and point) graphics associated with Taiwan
• Including Digital Terrain Model (DTM)/ Digital Surface Model (DSM) details.
• The map layer should include satellite aerial imagery and road imagery.
• Map zoom level required: L18 (with a resolution of 0.6 meters).
• Including longitude and latitude (Degrees, Minutes, Seconds (DMS), Military Grid Reference System (MGRS), decimal degrees)
• The digital terrain map must include the necessary Geographic Information System (GIS) and datasets, with an accuracy of no less than 10 meters.
• Required searching function on the map (coordinates, road, mountain and building).
• Location must be searchable via Traditional Chinese.
• Capable of display of features (city, townships, county, roadways, waterways, airport, seaport, etc…) in Traditional Chinese and/or English via user selectable.
• CANNOT be Made In China including Hong Kong and Macau
