MATLAB TOOLBOX LICENSES

This is a combined synopsis/solicitation for brand name specific commercial items prepared in accordance with simplified acquisition procedures found in the Federal Acquisition Regulation (FAR) Revolutionary Far Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is intended to result in the issuance of a singular firm fixed price award.

Solicitation Number N62789-26-Q-0002 is issued as a request for quotation (RFQ).  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-2026-01 with an effective date of 13 March 2026.

This is an unrestricted acquisition using NAICS Code: 513210, size standard: $47,000,000.

CLIN 0001: Quantity (2) Base MATLAB (MLSMS). Toolboxes should be Standard | Designated Computer | Perpetual Licenses (41221164 and 42112265) and terms be Per-Computer. Must be MATLAB Brand Name.

CLIN 0002: Quantity (2) Stats & Machine Learning Toolbox (STSMS). Toolboxes should be all Standard | Designated Computer | Perpetual Licenses (41221164 and 42112265) and terms be Per-Computer. Must be MATLAB Brand Name.

CLIN 0003: Quantity (1) Text Analytics Toolbox (TASMS). Toolbox should be Standard | Designated Computer | Perpetual License (42112265) and term be Per-Computer. Must be MATLAB Brand Name.

CLIN 0004: Quantity (1) Deep Learning Toolbox (NNSMS). Toolbox should be Standard | Designated Computer | Perpetual License (42112265) and term be Per-Computer. Must be MATLAB Brand Name.

CLIN 0005: Quantity (1) Parallel Computing Toolbox (DMSMS). Toolbox should be Standard | Designated Computer | Perpetual License (42112265) and term be Per-Computer. Must be MATLAB Brand Name.

Brand name MUST be MATLAB. Only Authorized MATLAB resellers will be accepted.

Licenses shall be delivered by Adding them to Robert Nye’s MathWorks Account that uses the email <robert.j.nye14.civ@us.navy.mil>

The Government will evaluate the total offers for award purposes by adding the total price for all line items.  Evaluation of all line items will not obligate the Government to award all line items.  The Government intends to evaluate proposals and award a contract without discussions with offerors.  However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. 

EVALUATION FACTORS FOR AWARD:

Quotes will be evaluated for technical acceptability and price. Award will be made to the lowest-priced technically acceptable offeror. Offerors must provide Technical Qualification/Evidence of being an Authorized MATLAB reseller with their quotation. Omission of this will result in the submission being determined to be technically unacceptable.

Quotations are due prior to 8:00AM EST, 30 April 2026.  Late submissions will not be accepted.

Offers should be submitted via electronic commerce.  The electronic address for receipt of offers is:  kyle.r.berg3.civ@us.navy.mil and stephanie.l.neale.civ@us.navy.mil.  Offerors should identify the RFQ number in the Subject Line of the email.  Offerors are advised to submit electronic documents early and confirm successful transmission/receipt.
