1. The Federal Bureau of Prisons Metropolitan Detention Center Guaynabo, Puerto Rico, intends to issue solicitation 15B30625Q00000015 for the procurement of its 1st Quarter Milk for the FY-2026. The NAICS code for this requirement is 311511. Deliveries will start on October 1, 2025. The contract Type is a Firm-Fixed Price contract. This acquisition is Small Business Set aside as to business size.  Faith-Based and Community-Based Organizations have the right to submit quotes equally with other organizations for contracts for which they are eligible. The Federal Acquisition Regulation (FAR) 4.1102 requires all contractors seeking or currently doing business with the government to be registered with the System for Award Management (SAM) prior to award; information can be obtained at https://www.sam.gov/. The Government reserves the right to award item by item, or in groups of items, or in aggregate, whichever is most advantageous to the Government by responsive, responsible offeror(s) whose offer, conforming to the solicitation, with past performance and price considered, prices being rated higher than past performance. Payments will be made using the Electronic Fund Transfer (EFT) or the Government Purchase Card. Upon request, vendors may be required to provide samples of product quoted, prior to award. Each offer must complete the FAR Provisions at 52.212-3, Offeror Representations and Certifications section at the On-line Representations and Certifications Application (ORCA) at http://orca.bpn.gov.  All responsible sources are encouraged to submit a written offer which will be considered for award. The solicitation will be made available on or about September 5, 2025 and will be posted through the System of Award Management Beta (Sam Beta) website at https://www.sam.gov/.   The quote, signed by an individual authorized to bind the offer, must be submitted to the address contained within the solicitation posting by 10:00 am (Puerto Rico Time Zone) with a due date of September 24, 2025. The anticipated date of award is on or about September 29, 2025. Hard copies of the solicitation will not be available.
