    The Department of Labor, on behalf of the Department of Labor (DOL), Office of Workers’ Compensation Programs (OWCP), Division of Federal Employees’ Compensation (DFEC), intends to negotiate and award a Sole Source, Firm Fixed Price (FFP) Contract, in support of Medical Second Opinion and Examination Services (SECOPs) with QTC Medical Services Inc, 924 Overland Court San Dimas, CA 91773, under the authority of FAR 6.103-1(b), “One responsible source. Agencies may contract without providing for full and open competition when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements.”

    OWCP has a statutory requirement to provide Medical Second Opinion and Examination Services (SECOPs) for claimants covered by the FECA and located within the United States, and Territories. The services are mission critical and needed in support of the adjudication of Workers’ Compensation claims administered by OWCP’s Division of Federal Employees Longshore and Harbor Workers Compensation (DFELHWC), Division of Federal Employees’ Compensation (DFEC).

    The OWCP, through the DFELHWC, coordinates the activities of twelve DFELHWC Offices within the United States, and each office has direct responsibility for processing claims in its designated areas of coverage. The functional operations include adjudicating incoming claims to determine eligibility for compensation payments; managing claims in which eligibility has been established; determining wage-loss compensation payments for covered disability or death; and processing payments for allowed medical and vocational rehabilitation services incurred in the treatment of injured workers covered under FECA. DFELHWC is also responsible for the administration of the Longshore and Harbor Workers Compensation Act (LHWCA) whose mission is to minimize the impact of land based, maritime employment injuries and deaths on the injured employees by ensuring that workers' compensation benefits are provided promptly and properly under the law, provide technical assistance and dispute resolution services, and oversee benefit delivery by the self-insured employers and insurance carriers it authorizes and regulates. For the purposes of this requirement, LHWCA is not included in these services. The Division of Federal Employees Compensation (DFEC) is the only participating OWCP division.

    The Period of Performance will consist of one (1) 12-month base period and two (2) six-month option periods, beginning 3/28/2026.
