    Description

    The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) – Picatinny Detachment, has issued this RFP and associated attachments seeking potential Offerors for the manufacture and delivery of MHU-191 Transporter Assemblies.

    The assemblies, which are on the Portable Ordnance Handling Equipment Allowance List for Combatant Ships, will be used to transport and loan various weapons, stores, and equipment.

    The Government intends to award a single contract as a result of this solicitation in accordance with Section M, to the responsible Offeror whose proposal represents the Best Value to the Government, utilizing a trade-off process in accordance with the Factors and Subfactors set forth in the solicitation. The intended contract will an Indefinite Delivery Indefinite Quantity (IDIQ) contract
    consisting of a base year with four (4) option ordering periods with a single award.

    The proposed Small Business Contractor(s) shall review this solicitation and all its attachments and submit a full proposal to the Government NLT .

    Proposals shall be submitted by DoD Safe; failure to do so will render an offer ineligible for award. Please request a DoD safe link from both kimberly.s.hall.civ31@us.navy.mil and maggie.c.alston.civ@us.navy.mil.  The request should be made at least 48 hours before planned proposal submission. Offerors should not wait until the deadline to make a submission in DoD Safe to avoid technical issues.
