MICROSCOPE SERVICE AND REPAIR

This is a combined synopsis and solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation will be posted for less than fifteen (15) days in accordance with FAR 5.201(a). Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular.
Request for Quotation (RFQ) number is N6660426Q0384. This requirement is being solicited on an unrestricted basis as concurred with by the NUWCDIVNPT Office of Small Business Programs. This action is being solicited as a sole-source requirement to Tescan USA INC (CAGE CODE: 0FX68). The North American Industry Classification Systems (NAICS) code is 811210 - Electronic and Precision Equipment Repair and Maintenance; the size standard is $34 million. The Product Service Code (PSC) is J066, Maint/Repair/Rebuild of Equipment- Instruments And Laboratory Equipment.
Tescan Inc. is the Original Equipment Manufacturer (OEM) of the Scanning Electron Microscope (SEM) currently utilized by a NUWCDIVNPT Lab. As the OEM, Tescan holds the proprietary rights, engineering data, and diagnostic software required to accurately assess and repair this specific equipment. Crucially, Tescan is the sole source provider of the proprietary control panel, within the unit which is integrated with the government-owned microscope. No other vendor manufactures or possesses the rights to distribute this specific, highly integrated component.
This notice is not a request for competitive quotes. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
