MIDWING AVIONICS OBSOLESCENCE FUEL MANAGEMENT UNITS AND MIDWING AVIONICS OBSOLESCENCE DRIVE SYSTEM INTERFACE UNITS

Naval Air Systems Command, V-22 Joint Program Office, PMA-275 intends to negotiate and issue a contract modification under N0001924C0028 to Simmonds Precision Products, Inc (Simmonds), a division of Collins Aerospace, on a sole-source basis to provide Midwing Avionics Obsolescence (MAO) Fuel Management Units (part number 30125-0301) and MAO Drive System Interface Units (part number 30127-0601) Avionics Weapon Replaceable Assemblies (WRA) for V-22 aircraft.

This effort will be a modification to an existing five (5) year contract.  The planned award date is October of 2025. 

This action is being awarded on a sole source basis to Simmonds in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."  Simmonds is the Original Equipment Manufacturer of both the legacy and the MAO versions of these Avionics WRAs.  Simmonds is the only source that has the knowledge, experience, technical expertise, and source data to provide these Avionics WRAs to meet the Government’s need and is unwilling to sell its source data to the Government. 

Interested persons may identify their interest and capability to respond to the requirement.  This notice of intent is not a request for competitive proposals.  However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
