MILITARY WORKING DOG (MWD) FOOD PROGRAM - PURINA

This is a pre-solicitation notice for the purchase of various types of Purina Pro Plan dog food, including standard maintenance diets and veterinary-prescribed therapeutic diets manufactured by Nestle Purina Petcare Co. in support of the DoD Military Working Dog (MWD) program at Joint Base San Antonio (JBSA) Lackland, TX. This requirement will be a full and open competition. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2-Synopses of Proposed Contract Actions, in preparation for the release of the Request of Proposal (RFP) at a later date. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. At this time, no questions will be addressed.

2. Description: The solicitation will be issued as a full and open competition on or about 17 February 2026. Anticipated award will be made on or around 4 March 2026.

The North American Industry Code Standard (NAICS) is 311111, Dog and Cat Food Manufacturing, and the Small Business Size Standard is 1,250 employees. The planned procurement method is contracting by Blanket Purchase Agreement (BPA). The resulting agreement is planned to be a firm-fixed price (FFP) with one (1) 12-month ordering periods for estimated quantities identified below:

4. Additional Details: Per FAR 10.002(b), Purina Pet Pro Plan Veterinary Diet dog food products are considered a commercial item. Brand Name justification directs to Full and Open Competition for procurement, limiting the sources of procurement available for the Government. This requirement is for the sustainability of 750 to 1,000 military working dogs (MWD) at any given time. The Department of Defense (DoD) MWD Program is required to follow all policies stipulated in Army Regulation (AR) 40-905, Veterinary Health Services. Section 5-5a.(2) of this regulation specifies that the U.S. Army Veterinary Service and the Director, DoD MWD Veterinary Service (DODMWDVS) shall determine the standard diet for the MWD Program. Hill's Science Diet has been identified as the only dog food meeting all the dietary standards required.
