The Naval Surface Warfare Center - Panama City Division (NSWC PCD) is soliciting written information from potential qualified sources to support a potential requirement for Mission Module Engineering and Technical Support.
The Naval Surface Warfare Center Panama City Division (NSWC-PCD) Modular Integration Division serves as the lead for engineering, analysis, and planning support for the modularization of off-board systems in support of the littoral warfare mission area. Responsibilities include systems engineering, packaging and handling of off-board system hardware, system integration of legacy and emerging littoral mission systems, seaframe integration of mission modules, development of mission system common computing environments (e.g. Mission Package Computing Environment (MPCE)) and integrated communications networks (e.g. Multiple Vehicle Communication System (MVCS)), distributed engineering testing, and validation and verification. Specifically, these requirements include the general program, engineering, technical, and integrated logistics support requirements for the Littoral Combat Ship (LCS) Mission Modules (MM) program at NSWC PCD.
This announcement is to identify eligible sources only capable of providing support for this effort. The DRAFT Performance Work Statement (PWS) for the Mission Module Engineering & Technical Support is included with this Sources Sought announcement and specifies the technical requirements. This tasking is currently being provided under SeaPort Task Order N0017819D7838-N6133121F3008, and the incumbent is Innovative Professional Solutions (IPS). A Cost-Plus Fixed Fee (CPFF) type task order is anticipated with a base period of twelve months with four option periods of twelve months each. The place of performance will be at the Naval Surface Warfare Center Panama City Division (NSWC PCD), FL 32407. The NAICS code is 541330, Engineering Services. In performance of the tasking, Contractor shall be required to access classified information up to the SECRET level at Government facilities. A Security Classification Specification Form DD 254 will accompany any solicitation. CONUS and OCONUS travel are anticipated.
This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided.
SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS ANNOUNCEMENT: There is no specific format for submittals. It is requested that interested businesses submit a brief capabilities statement, limited to a maximum of 10 pages in length (single-spaced, 12-point font minimum) that demonstrates the potential capacity to perform the contract services outlined in the draft PWS. The capability statement shall include the following information:
(1) Describe capability of performance as related to draft PWS;
(2) Provide name and address of firm;
(3) Indicate size of business including average annual revenue for past three years, number of employees, and status: Large, Small, Small Disadvantaged, 8 (a), Women-Owned, HUB-Zone, Veteran- Owned and/or Service-Disabled-Veteran-Owned Business;
(4) Represent ownership including Country of Ownership, System for Award Management (SAM) information, and DUNS & CAGE Number if available;
(5) Include number of years in business; and
(6) Provide two points of contact including: name, title, phone and e-mail address.
