MOZAMBIQUE - QUALITY ASSURANCE AND QUALITY CONTROL FOR THE IMPLEMENTATION OF THE TAX COLLECTION SUPPORT SYSTEM SOFTWARE

1. The Millennium Challenge Account-Moçambique has received financing from the Millennium Challenge Corporation toward the cost of the Promotion of Reforms and Investment in Agriculture Project (PRIA) and intends to apply part of the proceeds toward payments under the contract for Consultancy Services for Quality Assurance and Quality Control for the implementation of the Tax Collection Support System Software.

2. MCC’s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So, when a contract is signed with an Accountable Entity, money is already available to the Accountable Entity and, for most contracts, invoices are paid directly to Offerors by the US Treasury. The Compact and its related documents can be found on the MCC website (www.mcc.gov).

3. The Request For Offers (RFO) is open to all eligible entities (“Offerors”) as defined in the MCC Procurement and Policy Guidelines (PPG). The procurement will be conducted through the Quality and Cost-Based Selection (“QCBS”) procedure in accordance with the PPG and is open to all eligible Offerors.

5. A Pre-Offer Conference will be held at 3:00 pm Mozambique time on April 23, 2026 via an online event specified in the DS ITO 1.3.

6. Offers must be submitted electronically to https://u.pcloud.com/#/puplink?code=jtsXZUQIYwWtV7NpJBksbdMmLQYLwrGOy on or before 3:00 pm Mozambique time, on May 28, 2026. Late offers will be rejected.

7. Clarifications may be requested by e-mail to the Procurement Agent up to twenty-one (21) days before the date of submission of bids, at the address indicated below.
