The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Norfolk, VA 23511-3392 intends to award a firm fixed-price contract for a General Electric SeaStream Drop-in Joystick in Joystick control panel. This contract will be a sole source to General Electric Company and the justification will be included in the solicitation. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart  12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The requirement covers the performance requirements for TSV-5 Vindicator.

The requirement will be solicited on 27 August 2025. The supplies that will be procured consists of the following: The direct replacement of General Electric Company 1R7595A10 Joystick Control Panel onboard TSV5 Vindicator. This is a direct one-for-one replacement of the failed parts and will be awarded on a sole sourced basis to General Electric Company. Any potential contractor capable of demonstrating that it is qualified to perform the work to the required standards and that wishes to make a competitive quote for the contract should submit a capability statement in beta.SAM.gov.  Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States.  Lack of registration in the SAM database will make a vendor ineligible for award.
