The requirement is for the following Helium proportional counters: Manufacturer: Reuter-Stokes, LLC Item: HE-3 PROPORTIONAL COUNTER 1 inch Diameter x 7.3 inch Active Length 8.5 atm NIWC He3 (*.74 Liters ea. @ STP) Stainless Steel Body Threaded Connection Quantity: 40 Each Part Number: RS-P4-0808-239 Manufacturer: Reuter-Stokes, LLC Item: HE-3 PROPORTIONAL COUNTER 1 inch Diameter x 20 inch Active Length 8.5 atm NIWC He3 (*1.95 Liters ea. @ STP) Stainless Steel Body Threaded Connection Quantity: 20 Each Part Number: RS-P4-0820-226 The Government intends to negotiate solely with Reuter-Stokes, LLC. under the authority of FAR 13.106-1(b), only one source capable of meeting the Governments requirement. FAR Part 13, Simplified Acquisition Procedures and FAR part 12 Acquisition of Commercial items, applies. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. A copy of the Request for Quote will be made available upon request. The applicable NAICS Code is 334519 - Other Measuring and Controlling Device Manufacturing and the size standard is 600 employees. Comments, questions or concerns regarding this notice may be submitted via e-mail ONLY to stephen.a.oneill8.civ@us.navy.mil by 15 December 2025, 11AM Pacific Time. All responses received by this date may be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
