    Description

    National Aeronautics and Space Administration (NASA), Goddard Space Flight Center (GSFC) Code 176.1, Office for Program Support, intends to negotiate solely with Techno-Sciences, Inc. (TSi), located in Lanham, MD for services and products related to the research, development, procurement, integration, delivery, testing, operations, maintenance, sustainment, upgrade, and replacement of search and rescue (SAR) systems, hardware, software, and technologies for NASA Local User Terminal (LUT) (Medium Earth Orbit (MEO), Low Earth Orbit/Medium Earth Orbit (LEO/MEO), and Geostationary Earth Orbit (GEO) and SAR Mission Control Center (MCC)) operations. This action is in accordance with 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. NASA GSFC requires improvements to beacon location processing, implementation of two-way communications with beacons, improvements to satellite scheduling and coordination, improvements in system reliability, availability and resiliency, improvements in beacon data analysis, distribution, and interface control; automated ground system performance monitoring, automated satellite performance monitoring; customization of LEO/MEO/GEO LUT and MCC functions and interfaces to meet the requirements of NASA and Human Space Flight (HSF) support. It is critical the contractor delivering the hardware and software support required has a full understanding of existing SAR systems, hardware, software, and technologies for NASA LEO/MEO/GEO LUT and SAR MCC operations. This includes the integrated TSi-proprietary software used for beacon geo-locating/reporting representative of operational Search and Rescue Satellite-Aided Tracking (SARSAT) Medium Earth Orbit Local User Terminals (MEOLUTs) and Geostationary Orbit Local User Terminals (GEOLUTs). This proprietary software package is required for elements of operational SARSAT support during SARSAT system-wide anomaly resolution, as well as serving as the software backbone behind future GEOLUT and MEOLUT-specific R&D tasks, due to the shared software configurations with National Oceanic and Atmospheric Administration (NOAA), United States Coast Guard (USCG), and United States Air Force (USAF) partner facilities supporting real-world SAR operations. TSi possesses unique knowledge and expertise as the proprietary vendor responsible for the original and current installation of GSFC SARLab MEOLUT hardware and software, as well as continual maintenance of proprietary and company-specific GEOLUT and MEOLUT infrastructure. The Government intends to issue a Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with an effective ordering period of 5 years. The Government also intends to include FAR Clause 52.217-8, Options to Extend Services, within the contract. The North American Industry Classification System (NAICS) for this requirement is 334511; Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing; Business Size: 1,350 Employees.
