NAVAL INNOVATIVE SCIENCE AND ENGINEERING (NISE) RP-26-002, BLACK TIDE

The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic’s intent to award a Firm-Fixed-Price (FFP) purchase order on a noncompetitive basis to Foxtrot Research Corp to procure a requirement for a MOD Payload MAIM/Chassis Kit to support NIWC Atlantic’s fleet of Unmanned Surface Vessels (USVs) with MOD Payload compliance. The Government intends to negotiate solely with Foxtrot Research Corp under the authority of FAR 13.106-1(b). Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS Code is 334511 and the Size Standard is 1,350 (number of employees).

This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted directly to miriam.e.johnson4.civ@us.navy.mil by 12 November 2025. All responses received by 12 November 2025 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
