Under the authority of 10 U.S.C. 3204(a)(1) and 40 U.S.C. 501 which authorizes the Department of Defense to acquire utility services for military facilities, the Naval Facilities Engineering Command Southeast, Jacksonville, FL, intends to award a single consolidated follow-on contract to replace contracts N62467-95-C-1801 and N62467-00-M-1951, on a single source basis, to Memphis Light, Gas and Water (MLGW).
This contract is for the supply of Electric Power, Natural Gas, Water, and Wastewater in support of Naval Special Warfare Command Carderock Division (NSWCCD) at 2700 Channel, P.O. Box 13428 Memphis, TN 38113. Contractor shall furnish, and the Government shall purchase Electric Power, Natural Gas, Water, and Wastewater as requested by the Government from the contractor.
Interested Electric Power, Natural Gas, Water, and Wastewater distributors may identify their interest and ability to meet the requirements stated herein and may submit their authority to provide service in the form of a tariff or ordinance. Submission must include a valid Cage Code and Employer Identification Number (EIN). FAR 52.214-34 (Submission of Offers in the English Language) and FAR 52.241-1 (Electric Service Territory Compliance Representation) apply.
The NAICS codes associated with this utility procurement are 221122 (Electric Power Distribution), 221210 (Natural Gas Distribution), 221310 (Water Supply and Irrigation Systems), and 221320 (Sewage Treatment Facilities). The applicable Small Business size standard is 1,100 employees for NAICS 221122, 1,150 employees for NAICS 221210, $41.0 million in annual receipts for NAICS 221310, and $35.0 million in annual receipts for NAICS 221320.
A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Contracting Officer.
