    The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Integrated Command, Special Communications Mission Solutions (SCMS) Division Control at WOLF, St. Inigoes, Maryland intends to hold a pre-solicitation conference at WOLF, St. Inigoes, Maryland, in Building 8300, Room 104, on 07/02/2025. The pre-solicitation conference will start at 8:00 am Eastern Daylight Time (EDT) and end at 12:00 pm EDT. This scheduled conference will enable potential Offerors to further understand the history behind the SCMS Division and the SCRIF follow-on requirement. The pre-solicitation conference will consist of an SCMS SCRIF Brief as well as an SCMS Capabilities Brief. The pre-solicitation conference will end with a Question & Answer (Q&A) period. The Q&As will be posted with the final Request for Proposal (RFP). Attached to this notice is the Draft SOW, Draft Level of Effort (LOE), and Visitor Access Request Form. It is anticipated that the Draft RFP will be posted after the pre-solicitation conference. Attendance at the pre-solicitation conference is not a requirement and in no way affects any company from submitting a response to the forthcoming solicitation. To register for this pre-solicitation conference, fill out the attached Visitor Access Request Form and submit to Amy Dorsch amy.l.dorsch.civ@us.navy.mil, by 1:00 pm EDT on 06/27/2025. There is a maximum of 2 (two) visitors allowed per company. The email must provide the business name, address, attendee name(s), a point of contact phone number and email address, and a completed attached Visitor Access Request Form or a statement confirming the visitor(s) already have base access. The subject line of the email should read “SCMS SCRIF Pre-Solicitation Conference.” Specifics, including directions, agenda, question forms, and ground rules will be provided by email upon approved registration. All attendees must be U.S. Citizens. This pre-solicitation conference WILL NOT be rescheduled in the event that it is cancelled due to weather or any other Acts of God.
