Introduction:

NAVSUP FLC Yokosuka (FLCY) Site Marianas is providing this pre-solicitation notice pursuant to FAR 5.204 for an upcoming solicitation.  NAVSUP FLCY Site Marianas intends to issue a solicitation for Portable Toilets and Services for the Naval Base Guam Security Department.  This acquisition has a Total Small Business Set-Aside in accordance with FAR Part 19.

Requirement:

Provide 12 Deluxe toilets (1 toilet each) at various locations on Military Installations. Deluxe units to include flushing, cleaning, hand wash sink, paper towel and soap dispenser built into each units. Provide three times weekly pumping, cleaning, and sanitizing service for each unit.  Provide toilet tissue, chemical, paper towel and anti-bacterial soap for each unit during three times a week service.  The rental should include delivery, pick up and waste disposal in an approved manner.  See attached Statement of Work for additional details.

Solicitation Details:

The Government contemplates awarding a firm fixed price contract for a base year and four (4) 12-month option periods.  This acquisition will be solicited as a commercial service in accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Services.

This acquisition will have a Total Small Business Set Aside in accordance with FAR Subpart 19.5. Offerors must be registered and certified in the System for Award Management (SAM) database (www.sam.gov) and Small Business Administration (SBA) website as a Small Business at the time of offer submission and award. No contract award will be made to any contractor that is not registered or in the process of registering with SAM.

The solicitation and any amendments to the solicitation will be available only through Contract Opportunities at www.SAM.gov. All quotes, and other documents required for the quote submittal, including amendments to the request for quotes, shall be submitted electronically.
