Intent to Sole Source for Outreach Systems NeoSerra Customer Relationship Management Software Licenses

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, in conjunction with FAR Part 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. The solicitation number is 47QACA25Q0245. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."  A determination by the Government not to complete this effort is solely within the discretion of the Government.  The Government will not pay for any information received.

The U.S. Small Business Administration (SBA), Office of Veterans Business Development (OVDB) intends to award a sole source, firm fixed price contract to Outreach Systems, 5385 Hollister Avenue #104. Santa Barbara, CA 93111, to provide a (1) twelve month a base period and four (4) one-year option periods for the renewal of  Outreach Systems NeoSerra software licenses to be used by a nationwide network of 31 Veterans Business Outreach Centers (VBOCs) which provide business counseling services to veteran owned small businesses. NeoSerra is a customer relationship manager (CRM) system developed by Outreach Systems and designed specifically for nonprofit economic development organizations with unique market features which best serve veteran entrepreneurs in the OVBD VBOC Program.

The associated North American Industry Classification System (NAICS) code 513210–Software Publishers and the business size standard is $41,500,000.00. The posting date of this requirement is 23 July 2025.

A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Government's intent to award on a sole source basis the required supplies.
