Announcement #1

Effective July 2, 2024, DCSA started to utilize a new contract writing system, the Enterprise Contract Writing Module (ECWM). The legacy contract writing system, PD2, will remain in use at DCSA through a period of dual operations. DCSA CPO will use both ECWM and PD2 in daily operations until the retirement of PD2. Once all data from PD2 is migrated to ECWM, (target September 2025) PD2 will be retired, and dual operations will cease. Administrative modifications to awards may be required to support the data migration effort.

To provide transparency as the originator of DCSA solicitations, awards, and modifications, CPO will continue to update this announcement until PD2 is fully retired.

Changes that industry will realize with instruments issued using the new ECWM tool:

Format:
- Procurement Instrument Identifier (PIID) for ECWM solicitations, awards, amendments will include an ‘E’ in the 10th place, ex: HS002124RE001
- Non-Uniform Contract Format is currently not available in ECWM
Awards issued through 30 September 2024:
- Solicitations and contract awards will be issued from ECWM and PD2. DCSA CPO has taken thoughtful steps to determine which solicitations, awards and amendments will be issued from ECWM and PD2.
- Orders/calls against parent contracts (e.g. IDIQs, BPAs, BAAs) that were issued in PD2 may be issued from ECWM or PD2.

Awards issued after 30 September 2024:
- All new FAR-based solicitations/awards will be issued from ECWM.
- Non-FAR based awards (e.g. Grants, Other Type Agreements (OTAs)) are currently not available in ECWM and will be issued from PD2.
