Sources Sought Synopsis: **This is not a solicitation** The Government is conducting Market Research, in accordance with FAR Part 10, to identify possible sources for A Nitrogen Generation system. This Sources Sought is solely for information and planning purposes. The intended purpose is to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements below. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Furthermore, the Government is NOT at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Sources Sought. Please be advised that all submissions become Government property and will not be returned. All costs associated with responding to this Sources Sought will be solely at the responding partys expense. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Capability Statement: All interested firms shall submit a response demonstrating their capabilities to produce the requested equipment to the primary points of contact listed below. This correspondence must be contained in a single email, unless otherwise approved, and must not exceed five megabytes, including attachments. Emails with compressed files will not be accepted. Note that email filters at Wright-Patterson Air Force Base are designed to filter emails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Therefore, if the specified subject line is not included, the email may not get through the email filters. Also, be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson. If sending attachments with email, ensure only .pdf, .doc, REQUIREMENTS Background: The Air Force Institute of Technology (AFIT) has a requirement for one (1) EA Nitrogen Generation System. The system is required to provide clean and reliable N2 to multiple laboratories. The application of the system includes but is not limited to, supplying N2 to laboratory equipment, back-filling small and large vacuum chambers and dry boxes, and manual nozzle applications. Minimum Technical Requirements: The system sh all be designed, manufactured, and delivered according to the following minimum requirements: Minimum nitrogen flow rate of 400 scfh @ 99.5% purity Nominal nitrogen discharge pressure: 125 +/-25 psig Membrane type nitrogen generator Cabinet design Flow/ purity control valve to maintain purity regardless of downstream pressure Pressure gauges: air & nitrogen Oxygen analyzer Automatic on/ off switch based on demand Nitrogen system is required to meet all technical requirements listed with supplied Customers current facility air capabilities: Maximum air flow @ 175 psig is 190 acfm Minimum compressed air supply pressure: 125 psig Air quality: dry air (-40 deg. F pdp) Electrical: Provided power will be US 60Hz. Must comply with this standard System size requirements and weight. Maximum dimensions of the unit may not exceed 10H, 82W, 36D, not greater than 1000 lbs. Must enter the building through a door 8H x 58 W. Shall provide the following documentation in electronic form General system design Operation manual Routine preventative maintenance procedures and part numbers of consumable parts, i.e. filters. Certification documentation confirming system was built to the agreed upon specifications. Detailed list of items and functions. The materials and component parts shall be of quality consistent with the performance requirements of industrial nitrogen generation systems. Installation and Training: Installation and training are not required for this requirement. Qualifying Country Products: All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractors expense. Delivery: Delivery is required by the earliest possible delivery date, not to exceed twelve (12) weeks after receipt of Award. All shipping costs to include insurance will be included in contractors proposal. Great care using standard, approved packaging methods shall be taken. Full delivery information will be included in the contract. Delivery Address: AFIT/ENY 2950 Hobson Way, Bldg 640 WPAFB, OH 45433 Warranty: All parts must be free from defects in material and workmanship, under normal and proper use in accordance with the user manual, for the period of one (1) calendar year after receipt of delivery. All repairs covered under warranty shall occur on-site at the expense of the Contractor.
