    The Air Force Life Cycle Management Center, Base Support Branch (AFLCMC/PZIBB) at Wright-Patterson Air Force Base (WPAFB), OH intends to award a sole source Blanket Purchase Agreement (BPA) to:

    This requirement is for the acquisition of Museum Mannequins for the NMUSAF in accordance with the Statement of Work.

    The contract will be a Firm Fixed Price (FFP) Commercial BPA and carried out as a sole source action (not competitively awarded). The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 339999, All Other Miscellaneous Manufacturing. This NAICS code has a small business size standard of 550 employees.

    The National Museum of the United States Air Force (NMUSAF) requires a Blanket Purchase Agreement (BPA) for conservation and realistic museum mannequins to support new exhibit development and the replacement of aging or damaged existing displays.  The NMUSAF currently utilizes over 100 Dorfman Museum Figures, Inc. and their application of Ethafoam (an inert, closed-cell foam) and polyester stockinette for conservation forms aligns with NMUSAF preservation standards and adheres to best practices established by the American Alliance of Museums (AAM) and the American Institute for Conservation (AIC). They possess a unique capacity to produce and deliver substantial quantities of forms within a consistent 6–8-week timeframe and their modular system, offering bodies, heads, hands, and legs separately, which allows for targeted replacement of individual components instead of having to purchase only full-body cast mannequins that require replacement even with minor damage. Dorfman Museum Figures, Inc. provides a variety of the NMUSAF needs, ranging from custom ethafoam and realistic figures to include storage and exhibit products, conservation forms, and realistic figures. They also accommodate non-standard requests, such as head mounts without mounting holes or black metal bases in lieu of the standard silver.

    Dorfman Museum Figures, Inc. is the only vendor to meet the Government’s requirement of museum mannequins for the NMUSAF as they provide all required specifications within the SOW to maintain consistency throughout the galleries, museums, and the existing mannequin population already on display.

    THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 08 September 2025 @ 1000 will be considered by the Government. This notice is not a request for competitive proposals/quotes.
