The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed-Price purchase order on a noncompetitive basis with Stantec Consulting. The requirement is for the purchase of the following:
Item 0001: Project initiation, Scheduling & Site Walk
Item 0002: Composting Scheme and Sampling Preparation & Readiness
Item 0003: Stormwater Targeted Event (STE) 1
Item 0004: Stormwater Targeted Event (STE) 2
Item 0005: Stormwater Targeted Event (STE) 3
The above listed items are services to support the continued development and refinement of the NIWC Pacific sediment deposition modeling predictions at selected NDDSW outfalls throughout the Bremerton Naval Complex. The services will provide stormwater samples from qualifying rain events for suspended sediment characterizations, total mercury (T-Hg) and trace metals (TM) analysis, and event reporting. The scope of work items that are essential to meeting the data and delivery goals of this are to conduct a site walk that will inform the Navy and consulting team of location logistics, gain an understanding of the stormwater piping system configuration at each location, current surface and vault interior conditions, sampling logistics / sample line and intake positioning / elevations, and to produce a summary technical memorandum reporting on these findings; development of a composting scheme for the stormwater samples collected via automated samplers, pre-sampling event setup and readiness tasks; and provide support for three separate stormwater targeted events (STEs).
A determination by the government not to compete based upon responses to this notice is solely at the discretion of the Government. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
